ARRAAmerican Recovery and Reinvestment Act (ARRA)

The American Recovery and Reinvestment Act (ARRA) of 2009, also referred to as the Recovery Act, is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and address the economic challenges we face today. The Recovery Act is an extraordinary response to our national economic crisis and includes measures to enhance independence and expand job opportunities for those in greatest need. Community Action Partnership of San Bernardino County (CAPSBC) received significant funding to assist those most impacted by the downturn in the economy here in San Bernardino County.

ARRA Community Services Blocks Grant (CSBG)

CAPSBC was awarded $4.1 million dollars in ARRA Community Services Block Grant funding to create or sustain jobs while eliminating poverty by providing services that help low-income individuals to obtain the skills, knowledge, and support they need to become self-sufficient.

ARRA Delegate Agencies

CAPSBC issued $1.2 million to 18 community based organiza tions. The 21 projects are now underway across the county. Four projects involve income manage ment, seven projects are nutrition oriented, and ten projects are directed to youth training and employment.

ARRA Food Bank

Back Pack Food for Children

The CAPSBC Food Bank is working with the San Bernardino City Unified School District to provide a backpack filled with nutritious food to low income students.  The back pack is filled with enough nutritious food to carry a needy child trough the weekend. 
As of April 9, 2010 we have the following students enrolled in the “Kidz Backpack Program” at the following schools with the San Bernardino City Unified School District:

Emergency Food Assistance Expansion Project

The CAPSBC Food Bank will increase its food distribution network by up to 40 Emergency Food Distribution Sites and 10 Congregate (Soup Kitchens) sites that will serve an additional 10,200 families or individuals per month.  We are partnering with local non-profit agencies (including faith –based) and various human services providers. 
Currently seven congregate feeding sites have been added, serving 15,080 meals, and Thirty-one USDA ARRA sites serving 3,648 households.

ARRA Temporary Emergency Food Assistance Program (TEFAP)

CAPSBC will be awarded $100, 704 in 2010 ARRA Temporary Emergency Food Assistance Program funding for FY 2010. CAPSBC must submit a proposal to State Department of Social Services by June 20, 2010, detailing how the monies will be spent. A plan to use these funds is being developed by Food Bank and Planning/Development staff, to focus on supporting the Backpack Program and the Swipe Card Project.

The Backpack Program has enrolled 186 homeless and low-income children in elementary, middle and high schools, who are chronically food insecure at home and were provided with backpack full of nutritious food on Fridays after school, so they will have access to food during Saturdays and Sundays when school cafeterias are closed. CAPSBC is working with six schools and the San Bernardino Unified School Resource Center.

ARRA Homeless Prevention and Rapid Re-housing Program (HPRP)

CAPSBC was awarded by the San Bernardino Department of Community Development and Housing in the amount of $701,890 for rental assistance to prevent eviction and homelessness. The HPRP "Housing Strides" program is currently assisting 17 households with rent and utilities to prevent eviction and homelessness. One complete series of (six) Financial Literacy workshops completed; second series has started.

ARRA Earned Income Tax Credit (EITC)

CAPSBC was awarded $50,000 by State Department of Community Services and Development (SDCSD) to promote awareness of the Earned Income Tax Credit and Volunteer Income Tax Assistance network that is available to qualified San Bernardino County Residents. The newly formed EITC/VITA Coalition for San Bernardino County sponsored a "Tax Preparation/Finance Awareness Event" held on Saturday March 27, 2010 from 10:00 a.m. to 3:00 p.m. at The Galaxy Center on the former Norton Air Force Base The purpose for the event was to promote awareness of the Earned Income Tax Credit (EITC) and to offer resources for financial literacy and other needs. Vendors included: Workforce Development Department; Springboard Credit Services; Inland Empire Women's Business Center; Inland Empire United Way 2-1-1; Internal Revenue Service; Franchise Tax Board; AARP Tax Aide; Consumer Action; Preschool Services Department; Transitional Assistance Department; Center for Employment Training; CAPSBC's IDA and EEES programs; and University of Phoenix. The EITC/VITA Coalition will hold one more event during the grant period, which ends September 30, 2010.

ARRA Department of Energy (DOE)

CAPSBC was awarded $9.2 million dollars to weatherize 1,194 homes by September 2011. The Weatherization Assistance Program increases energy efficiency of homes owned or occupied by low-income county residents, reduce the amount these families spend on energy, and improve their health and safety. To date, 142 homes have been weatherized; and 216 units are in various stages of completion.

ARRA Lead

Under this contract, CAPSBC will complete lead hazard control services to 105 qualifying homes and create between 6 and 8 jobs. Contract Amendment #1 was received from the SDCSD for processing on February 12, 2010. The terms of this contract was amended from June 1, 2009 through October 31, 2011 to December 31, 2011. The amount was increased from $885,981.00 to $1,164,736. Work started on this contract in March 2010. For this reporting period, four homes were successfully abated.

Under the newly required EPA Lead Renovated requirements, 23 staff completed certification and the remaining staff will attend training on April 29. EEES crews are also attending continuing education through Cal Inc Training Providers.
