Community Action Partnership of San Bernardino County (CAPSBC)'s responsibility in continuing  to wage the war on poverty is to develop and implement programs that address the most serious needs of low-income residents of San Bernardino County.  CAPSBC currently administers the following human service programs at not cost to participants:

Energy, Education and Environmental Services Program- Provides weatherization and energy conservation assistance to eligible low-income residents and processes applications for Home Energy Assistance Program (HEAP).

Family Development Program - Addresses the needs of low-income families by providing emergency assistance, case management and transitional housing.
Food Bank Program - The CAPSBC Food Bank is a clearinghouse for food.  Food is obtained by the Food Bank by means of:

  • Government agencies, such as the USDA.
  • Donations from generous grocery stores and other businesses.
  • Food donations/drives sponsored by service organizations, schools, and community oriented groups throughout the Inland Empire. 

The Food is then distributed to needy persons throughout the region via our network of over 156 local nonprofit agencies.

Individual Development Accounts (IDA)-A matched savings program that allows low-income workers to save earnings towards acquisition of assets-a home, a small business or post-secondary education, as a way out of poverty.

Homeless Management Information System (HMIS) - is a web-based software application that homeless assistance providers use to coordinate service provision, manage their operations, and better serve their clients.  Click on this link to find out more about it.

Eligibility

Eligibility is based on poverty guidelines established by the federal government. Due to limited resources, priority is sometimes given to senior citizens and disabled persons. Certain programs are designated for specific target groups such as single women with children and homeless families.
